WebI just figured this out myself after 1 year of issues on my surface pro 3. i think it is the teamviewer monitor driver. i uninstalled teamviewer and as the teamviewer installer finished uninstalling (i removed all settings when it asked), it magically increased the brightness as if on queue. result! now i can adjust the brightness again to suit.
